Perhaps the most coveted award given by PCEA is the "Rudolph J. Barns Award" for the National Estimator of the Year. This award is given annually to the person who has gone above & beyond at the National level to contribute to the success of PCEA. This year's recipient is our own Randall Williams!
Randall is the General Manager of Midstate Contractors, Inc. in Hickory and lives in Lincolnton with his wife, April and their daughter, Tristin. He has been a member of the Catawba Valley Chapter for 13 years and has actively supported and participated in the Chapter's success at the hightest level. Randall has served in numerous officer and committee chair positions, both at the local chapter and national levels, including the National President in 2010-2011 and currently serves on the PCEA National Board of Directors as the National Director for the Catawba Valley Chapter.
Over the years, Randall has been awarded the Chapter Services Award, the Merit Award, the Estimator of the Year Award, and Fellowship in the Order of Isosceles.
Randall has been instrumental in Chapter fundraisers and events, as well as our educational/certification classes. His passion, commitment, and knowledge of PCEA drives him to step up to the plate when there is a need both on the Chapter & National levels. Th

Welcome to the Catawba Valley chapter of PCEA. We are located in the foothills of North Carolina. We hope that you will take some time to browse our website to find out more about the PCEA of Catawba Valley and its members. The expressed purpose of PCEA is to promote construction estimators as professionals. This is accomplished through educational programs for members, educational assistance for students in construction-related fields, publication of accomplishments of estimators, certification programs, and promotion of high moral and ethical events. Our membership is varied with representatives from general contractors, architects, engineers, concrete and masonry sales, highway/grading contractors, electrical and plumbing contractors, floor, ceiling, & wall subcontractors, material suppliers, and many others.
The Professional Construction Estimators Association of America, Inc. was chartered in 1956, by members of various construction disciplines from the Charlotte, NC area. During those early years the members rallied together to exchange ideas, promote educational endeavors and high ethical standards for Construction industry estimators. Today’s National association holds true to those founding principles.
The purpose and objective of the organization is to further the recognition of construction estimating as a professional field within the construction industry. To collect and disseminate information that will increase the efficiency of all phases of construction, promote good will between the various phases of construction, obtain a more thorough understanding of the various problems confronting the construction industry.
From its humble beginnings in Charlotte in 1956, the organization has grown to over 1000 members with thirteen chapters in five states throughout the South Eastern U.S. The organization is always looking to expand into new markets.
PCEA members have always been active in the promotion of construction education for the betterment of the industry. Each chapter coordinates, develops and establishes programs to assist and enhance the educational development. The Chapters support scholarships to local students, looking to continue their careers in the construction industry.
